Governance Structure.

The Zambia Education Programme Coordination Unit has a two-tier management structure which has the Project Steering Committee (PSC) composed of Permanent Secretaries from line ministries. The Project Steering Committee (PSC) is responsible for project oversight and guidance. The Project Implementation Steering Committee is chaired by the Permanent Secretary of Education and includes as members: (i) decision making representatives from participants provincial and district education offices; (ii) representatives from relevant departments/units of MoGE, including the Director for Planning and Information, the Director for Teacher Education and Specialized Services, and the Director for Standards and Curriculum; (iii) the Ministries of Finance, National Development Planning and Housing and Infrastructure Development; and (iv) the chief coordinators responsible for each component, as well as the Project coordinator.

The second level is the Project Implementing Committee (PIC) which constitutes directors of the Ministry of Education with the Directorate of Early Childhood Education as the lead implementing Directorate.

The ZPECU implements two projects; the Zambia Enhancing Early Learning (ZEEL) Project, and the Zambia Education Enhancement Project Additional Finance (ZEEP AF). ZEPCU is headed by the Programme Coordinator who is assisted by two Project Coordinators, for ZEEL and ZEEP AF respectively. The ZEPCU Coordinator has also seven (7) Specialists; Communication, Environmental, Social Safeguard, Gender-Based Violence, Monitoring and Evaluation (M & E) and Administration.

The ZEEL has four Component Specialists for components 1 to 4, a Procurement Specialist, and a Project Accountant and Assistant. The ZEEP AF Deputy Project Coordinator (DPCs) has two (2) Component Specialists and a procurement specialist, and the Project Accountant and an Assistant.
